This is one of the few places you can safely change currency that is not a bank. It is outside one of the major hotels. You look up the rate in the paper and then hope one of the dozens of business men inside are wiling to give it to you. When we first arrived, the money changers would only take $USD 100 bills and they had to be from 2006 or later. I was there every week for 3 months until we got our bank account set up. I started changing $200 at a time but realized that could barely cover groceries so I had to change $600 even $800 just to make the trip worthwhile.
